vexpress: init: Remove cpufeq setup left over from Snowball init.arm-versatileexpress.rc was initially copied from Snowball, (which was probably copied from Panda), and contains cpufreq setup not applicable for vexpress. This didn't matter because Vexpress didn't support cpufreq, however the new TC2 CoreTile does so we need to remove this cruft.
