TARGET_PRELINK_MODULE should never be set in a module definition. TARGET_PRELINK_MODULE is per product, not per module. Using it in a module will cause the entire system to not be prelinked. Change-Id: I2e943dfb9e7ee8e8c9f65d7c58ddcae0dbbfcbc3
