Fix TODO in ApnContext#setDataConnectionAc.

Callers that really need to tearDown should call it directly
rather than as a side effect of setDataConnectionAc. The fixes
a "DcActiveState ERROR no such apnContext=" message caused by
an unnecssary tearDown when disconnecting.
