Misc fix for vCard testing. - Add VCardTestRunner - Make AndroidManifest aware of newly added VCardTestRunner - Move VCardTestBase to test_utils as it is part of testing utility - Add VCardTestUtilsTests, confirming test utility correctly fails when the test should fail.
