MMS not being delivered when app is killed due to memory pressure Bug 8788328 If the TransactionService is killed while downloading an mms, the RETRIEVE_TRANSACTION can be left in a non error state in the pending_msgs table where it won't get restarted even when the TransactionService is restarted.
