Add bouncy castle to the tools prebuilts. This is used by the new signing code to remove dependencies on specific JVM. See tools/base.git @ 58722945aa027071058874a2956a555b9ea46cdf Also add new prebuilt of the internal plugin to make NOTICE update better. Sub notice files are sorted before merging them to reduce diffs. Change-Id: Ib12cf798265947c84d6f871430811854d5640720
