Add WebP Encoder code to the /external/webp code-repo. With this change in addtion to libwebp-decode static lib, libwebp-encode static library corresponding to WebP encoder will be build & installed. Change-Id: I809a427a6ad849ba7d16f56dd0b0bc5cba4768ec
